Conference Civil-Military Cooperation

This GPEC® event serves to foster interministerial cooperation.

With the growing security policy challenges, comprehensive defense has gained considerable importance. It must ensure that Germany is prepared for a broad spectrum of threats.

The current geopolitical situation compels Germany and its partners to strengthen the resilience of their societies and infrastructure against military, non-military, and hybrid threats. Cooperation between civilian actors and the German Armed Forces plays a central role in this. Civil-military cooperation is to be expanded within the framework of the new security policy reality.

Civil-military cooperation (CMC) in Germany has gained importance due to the increased security policy threat posed by Russia. Russia's hybrid warfare and the influence of other states on Germany necessitate a rethinking of security and foreign policy. The population, political decision-makers, and administration must respond in a coordinated and decisive manner. This requires addressing weaknesses, strengthening resilience at all levels, and defending the principles of a rules-based international order. Only in this way can we prevent authoritarian actors like Russia from successfully pursuing their strategies.

Comprehensive defense has gained considerable importance in light of growing security policy challenges. It must ensure that Germany is prepared for a broad spectrum of threats – from military conflicts and cyberattacks to natural disasters. It remains an essential component of Germany's security strategy and requires close cooperation between the state, civil society, the private sector, and international partners.

Civil-military cooperation (CMC) is a component of civil defense and thus contributes to comprehensive defense. It describes, among other things, the cooperation between governmental or non-governmental civil organizations and the armed forces in the area of ​​alliance and national defense.
